Even more so than with Photoshop, PPI / DPI have got no practical significance within the editing environment. So there is nothing that a ruler could meaningfully show in Crop. A given crop can be used at any scaling, and different scaling on different occasions, depending on how it is exported or printed. There is no provision of rulers in Crop because the image you are cropping has in effect got no dimension.
